Dr. Jarrett Carter is a leadership strategist, learning innovator, and founder of Collaboratix, a consulting practice that partners with organizations to build stronger leaders, more effective teams, and more human-centered learning experiences. His work sits at the intersection of leadership development, organizational strategy, and learning design—helping institutions move from good intentions to measurable impact.

Dr. Carter brings senior-level experience from his time at the University of Maryland Global Campus (UMGC), a Minority-Serving Institution and global leader in online education. As Associate Vice President of Integrative Learning Design, he led large-scale academic operations and strategy, supporting learning experiences for tens of thousands of students worldwide—many of them working adults and military-affiliated learners. His portfolio spanned course design, faculty development, accessibility governance, and learning technology ecosystems, where he helped bring the university into full alignment with ADA, Section 508, and WCAG 2.1 AA standards while improving operational efficiency and the learner experience.
Across his career, Dr. Carter has built and scaled learning systems that reach globally diverse audiences. He has led initiatives that increased learner satisfaction, reduced development costs, and expanded access to workforce-aligned education through partnerships with organizations such as Amazon Web Services and the Society for Human Resource Management (SHRM). His approach blends evidence-guided strategy with a deep commitment to people—designing solutions that are effective, equitable, accessible, and grounded in how adults learn.
In addition to his enterprise leadership work, Dr. Carter is a coach and thought partner to emerging leaders—particularly those navigating identity, purpose, and performance in complex professional environments. Through Collaboratix, he supports individuals and organizations in clarifying direction, strengthening culture, and building leadership practices that are both strategic and sustainable.

Dr. Carter’s work is shaped by a core belief: the most powerful solutions emerge when we ask better questions, center people, and bridge theory with practice. Whether advising senior leaders, designing learning experiences, or coaching rising talent, he brings clarity, depth, and a steady focus on what moves people and organizations forward.
Dr. Carter holds an Ed.D. in educational technology from the University of Florida, where he studied the persistence strategies of Black women in online doctoral programs. Dr. Carter also holds an M.A. in educational technology from Adelphi University and a B.A. in mass communications from St. John’s University.
Dr. Carter is a Bill Gates Millennium Scholar, Ronald E. McNair Scholar, and member of the Phi Kappa Phi Honor Society.
